- Edward Morse Shepard (1850–1911) was an American lawyer and influential politician from New York. He became a Democratic leader in Brooklyn, but his reform policies often put him at odds with the corrupt political machines of the day, such the Brooklyn Ring and Tammany Hall, the latter of which Shepard called the “most burning and disgraceful blot upon the municipal history of this country.” This tension frequently prevented him from being elected to offices for which he campaigned, though he was Chairman of the Brooklyn Civil Service Board (1883-1885) and a State Forestry Commissioner (1884) and still head great influence within the party, with goals to unite disagreeing factions.
