Samuel Parker was a 17th-century Bishop of Oxford known for his Calvinist theology and service to James II. While in office, he wrote numerous theological treatises most of which were filled with heavy attacks against dissenters. One such work was his “Religion and Loyalty”, first published in 1685. In the second part of this work, published a year later, Parker discusses the state of the early church as it was during the 4th-century reigns of Roman emperors Jovian, Valentinian, Theodosius, among others, through the mid-6th-century and Justinian I.
