Oliver Ellsworth argued in favor of a greater judiciary system – needed to enforce federal laws, while others feared it would infringe on state power and autonomy. The result was a compromise balancing state and federal authority, now known as the Judiciary Act of 1789.

• Tariff Act and Tonnage Act – imposed duties on imports
• Bill of Rights – introduced in 1789 by James Madison, ratified in 1791
